Wulff was born in Avoca, Nebraska on Sept. 2, 1913. He studied at the University of Nebraska and at the CSFA. During the 1930s and 1940s, he was a resident of San Francisco and employed on the Federal Art Project. He died in November 1965. He was a painter, graphic artist, teacher, and lithographer. He exhibited at the San Francisco Art Asdsociation (1937, 1941), Northwest Printmakers Society (1939); WPA and the De Young Museum (1939).
